Labour & Immigration in Dubai

For a mainland company in Dubai, employing people involves two sets of records. MoHRE services cover the company's establishment file, work permits and employment contracts. On the immigration side, GDRFA Dubai issues an establishment card for the company and handles its employees' residence. Under the UAE Labour Law, no one may work in the UAE without a valid MoHRE work permit, and an employer may not recruit or employ anyone without one. Free zone companies follow their free zone authority's process for work permits and residence visas instead.

Hiring for a mainland company follows a sequence: a signed job offer, initial work permit approval, the employment contract registered with MoHRE, and then the residence visa. Conditions apply along the way. The occupation must match the licensed activity, the trade licence must be valid, and the application must come from someone authorised to represent the company. MoHRE may also hold back new permits where a company is not compliant with the Wages Protection System. MoHRE now offers several permit types, including transfer, part-time and temporary permits and a permit for golden visa holders. The UAE's Work Bundle platform also brings many work permit and residence steps together for private-sector employers.

Majlis Hub supports companies with the preparation and coordination behind these steps. We keep a clear record of each employee's permit, contract and residence dates, prepare submissions with the information your authorised signatory needs, and follow up with you on any request. We do not replace your authorised signatory, and we cannot guarantee any MoHRE or immigration decision. The aim is a company file that stays current, so a new hire or a cancellation never has to start from scratch.

  • Free zone companies coordinating permits with their free zone authority

Renewals and cancellations

Tracking permit and contract dates, and preparing renewal or cancellation files, including the company's confirmation that the employee's entitlements are settled.

Compliance checkpoints

Flagging issues that can hold back new permits, such as an expiring licence, an occupation outside the licensed activity or a gap in Wages Protection System payments.

Follow-up and records

Following up on requests and keeping an organised record of each employee's documents and key dates.

Questions we are asked

Your questions,
answered.

Which MoHRE services do companies in Dubai usually need?

Mainland companies in Dubai typically use MoHRE services for their establishment file, work permits, employment contracts, and renewals and cancellations. MoHRE issues work permits to establishments registered with it, and the UAE Labour Law requires a valid permit before anyone starts work. Majlis Hub prepares and coordinates these requests with your authorised signatory and follows up until the records are updated.

Is a labour card the same as a work permit in Dubai?

In everyday use, a labour card in Dubai usually means the MoHRE work permit that allows an employee to work for a mainland company. The permit type depends on the situation, for example recruitment from abroad, a transfer between companies or part-time work. Majlis Hub helps employers prepare the right permit request and the residence steps that follow.

What are the steps when hiring an employee from outside the UAE?

According to the UAE Government portal, the employer issues a signed job offer, obtains initial work permit approval from MoHRE, registers the employment contract once the employee arrives, and then completes the residence visa. Medical fitness and Emirates ID steps form part of the residence stage. Majlis Hub coordinates this sequence for Dubai employers so documents and dates line up.

Can MoHRE stop issuing new work permits to a company?

Yes. According to the UAE Government portal, MoHRE may refrain from issuing or renewing work permits where a company provides incorrect documents, does not carry out its registered activity, or is not compliant with the Wages Protection System. Majlis Hub helps Dubai companies spot these issues early, but resolving them and any decision remain with the company and MoHRE.

Do free zone companies in the UAE use MoHRE for work permits?

Generally not. The UAE Government portal explains that free zone companies apply for their employees' work permits and residence visas through the relevant free zone authority, and some financial free zones have their own employment rules. Majlis Hub can coordinate the request in line with your free zone authority's process.

What is an immigration establishment card in Dubai?

An establishment card is a company's record with the immigration authority, issued in Dubai by GDRFA Dubai for private-sector and free zone businesses. It carries the company's details, and the application relies on the partners' appendix and the authorised signatories' documents. Majlis Hub prepares the application and keeps the card in step with changes to partners or signatories.
